Underclassmen have the typical dorm mini parties and have a high probability of getting caught. It's not worth the risk, but some people are willing to take it. The majority of student residence halls are all located right on campus so you can imagine how difficult it is to have a bunch of people over with security breathing down your neck. If you're smart about it and you don't invite 48 people over, the chances of getting in big trouble are slim. Just be responsible and put a little thought into what you're doing and you should be fine.
